This is nonlinear relation. the maximum value of $$ \delta $$ is:
$$ { \delta }_{ 1 }=\dfrac { \pi }{ 2 } -c$$ for $$\theta =c$$ and $$ \phi =\dfrac { \pi }{ 2 } $$
For $$\theta >c,\delta =\pi -2\theta$$
So, $$\delta$$ decreases linearly with $$\theta$$
